The Federal Public Service (FPS) Health manages information that is vital to everyone in Belgium, from citizens to professionals. Yet the old website mainly reflected the internal organisation. Departments were centre stage, not the users. The result? A digital maze with scattered content and a lot of searching. We ventured into that maze and came out with a website in peak condition.
The biggest challenge for this website? Shifting from an organisation-first approach to a citizen- and professional-first experience. Along the way, we identified a key insight: trust in government information depends directly on how fast and how relevantly that information is delivered.
That’s why we chose a dual digital set-up. One environment for citizens, who need clear language and direct service, and one for professionals, who expect in-depth, technical information and ultrafast searchability. To filter content right at the source, we also moved away from the institutional structure and switched to thematic thinking. That allowed the focus to shift from ‘what the FPS is’ to ‘what the user needs’.
Our teams joined forces to develop the new website. Our web team designed the technical set-up, with a clear distinction between content for citizens and for professionals. That structure made the move towards thematic thinking possible. At the same time, the online service portal became the beating heart of FPS Health’s active services.
Our content team focused on the words themselves. They rewrote the entire content library into accessible, easy-to-understand texts, partly with the help of smart AI Agents. Finally, our UX/UI designers delivered a fresh design that emphasises calm and clarity, reinforcing the authority of FPS Health.
Today, FPS Health has a scalable digital platform that doesn’t just display information but delivers efficient service. The shift to thematic and audience-driven thinking is anchored in the architecture, making the site ready for the fast-changing reality of public communication.
